I was wondering what the law is that bans online gambling in the us, what are the penalties of still playing online? Are there still sites that will take my money to play real poker online? How do these sites get away with not following the new law?

It is now more difficult to get your money in and out of the sites. It has always been illegal in the US that is why you are dealing with companies that are located out of the states. The financial companies that handle the transactions are now pulling out and not accepting any more US based transactions.
